YouTube Picture-in-Picture, the popular YouTube video dock extension is no more available for download but here is a more powerful solution to do the same thing and it is not just limited to YouTube videos.
PIP Video, a Google Chrome extension lets you dock any video file from any website to desktop and you can keep watching it while working simultaneously on other tabs and windows as well.

How To PIP (Picture In Picture) Videos?
Start by installoing PIP Video extension in Chrome. After the extension is added, you will be needing to “Enable Panels” in your Google Chrome/Chromium browser.
You can easily do this by typing “chrome://flags/#enable-panels” in a new tab. Click on the first “enable” link under it and then relaunch Chrome for it to take effect.
Next step is to visit the web page containing video (like any YouTube video page), play the video and look up for PIP Video icon present on the top-left corner of the playing video.
Now simply click that icon to detach video from website and keep playing it on your desktop’s foreground.
